I read somewhere you could chose you characters height, is this true? And if so, can I make my character as short as a dwarf?

Yes true but that depends on your definition of a dwarf, likely not dwarfish enough for you tho

They wont be as short as the dwarves in-game, but they will be "tiny" - pixieish.
